CARB Issues New Modifications to Proposed EV Charging Station Standards

On June 27, 2019 the California Air Resources Board (CARB) approved new regulations establishing standards for public electric vehicle (EV) charging stations. Resolution 19-17 approved for adoption new regulations addressing charging station access and payment standards, and interoperability requirements implementing statutory requirements originally adopted by the Legislature in SB 454. At the hearing, CARB staff suggested modifications based on comments received during the 45-day comment period. This week CARB issued a Notice of Availability of Modified Text proposing 15-day language further modifying the regulations. Proposed modifications include:

• Addition and modification of definitions to make the regulation more clear and consistent;
• Revision of the compliance date for DC fast charge (DCFC) station labeling for consistency with payment hardware compliance dates;
• Extension of compliance dates for installation of new required payment hardware on existing and new DCFC and Level 2 charging stations;
• Simplification of initial period reporting requirements, and modification of the date for the first annual report.

Comments on the proposed 15-day language are due September 19, 2019.
