Andrew B. Brown

Andy Brown is a Partner at Ellison, Schneider & Harris L.L.P. specializing in California energy issues and regulatory and policy matters before the California Public Utilities Commission, California Energy Commission, California Air Resources Board, California Independent System Operator and the Federal Energy Regulatory Commission. Andy also assists clients in the review and development of legislative language. His primary focus includes energy transactional work such as long-term power purchase agreements, as well as California energy regulatory compliance, policy development and administrative litigation.

Andy has extensive experience with the California Public Utilities Commission on the behalf of non-utility generators, retail energy providers (such as irrigation districts, community choice aggregators and energy service providers), governmental entities, consumers, trade associations and California’s multi-jurisdictional utilities on a wide variety of issues, including market and rate design, ratemaking and cost recovery matters, as well as resource adequacy, renewables portfolio standard implementation and greenhouse gas regulation and compliance. He also has significant experience practicing before the Federal Energy Regulatory Commission issues, primarily on issues associated with the evolution of the California Independent System Operator’s market design.

Andy joined the firm in 1996 as a law clerk while attending McGeorge School of Law in Sacramento. Andy became a partner in 2003. His experience with California energy issues began in 1987 when he joined the California Independent Energy Producers Association as a research assistant, where he authored a three volume review of California Public Utility Commission decisions concerning private power development under the Public Utility Regulatory Policies Act of 1978.
