Brian Biering is a Partner at Ellison, Schneider & Harris L.L.P. Brian represents a range of clients on environmental, regulatory and compliance matters before the California Air Resources Board, California Public Utilities Commission, California Energy Commission, and other agencies. Brian is a leader for the firm’s energy and industrial clients on greenhouse gas regulatory and compliance issues, including implementation of the State’s landmark greenhouse gas law, AB 32. He also helps clients engaged in project development with California Environmental Quality Act compliance at the California Energy Commission and local agencies, as well as with power purchase agreement negotiations and transmission or wholesale distribution interconnection agreements. As part of the firm’s energy group, Brian has assisted with regulatory due-diligence associated with project sales or acquisitions and project financing efforts.
Before joining the firm, Brian earned his J.D. from the University of Oregon School of Law. While at the University of Oregon, Brian was an editor on the Journal of Environmental Law and Litigation and published an article on greenhouse gas regulation. He also served as a judicial extern for the U.S. District Court, District of Oregon and worked at the California Resources Agency and the California Energy Commission. Brian graduated from U.C. Davis with a Bachelor’s of Science in Managerial Economics.
