California is experiencing impacts from climate change, including rising temperatures, sea level rise, and increased incidence of wildfires and mudslides. With physical and financial risks increasing for utilities, investors, insurers, and ratepayers, the California Public Utilities Commission has issued a new Order Instituting Rulemaking to Consider Strategies and Guidance for Climate Change Adaptation. The proceeding’s scope is broadly intended to “integrate climate change adaptation matters in relevant Commission proceedings.” Phase 1 will be focused on issues affecting electric and gas utilities, but will include some issues that are applicable to all utilities.
