Facility Siting and Land Use

We are the leading firm in California for the siting and permitting of both renewable energy and natural gas-fired thermal power plants. Since 1999, our firm has secured approvals from the California Energy Commission for approximately 14,000 megawatts of new capacity in California at 27 different project sites.

Our expertise is not limited to the California Energy Commission site certification, compliance, or post-certification processes. We also guide projects through local permitting processes and environmental review under the California Environmental Quality Act (CEQA). Additionally, we have worked with renewable project developers in utilizing lands overseen by the Bureau of Land Management (BLM) under the National Environmental Policy Act (NEPA) for both project development and interconnection facility rights of way. We have experience in federal, state, and local permitting processes for a wide variety of energy infrastructure projects, including:

  • Power plants;
  • Transmission lines;
  • Substations;
  • Battery storage projects;
  • Onshore and offshore liquefied natural gas terminals.
