Jessica Melms is an associate attorney with Ellison Schneider Harris & Donlan. Her practice focuses on energy law and regulatory compliance. She represents independent generators, multi-jurisdictional utilities, and electric service providers in administrative law matters before the California Public Utilities Commission, California Air Resources Board, and the California Energy Commission. Jessica advises clients in matters involving interconnection and the wholesale market before the California Independent System Operator and the Federal Energy Regulatory Commission. Her substantive areas of emphasis include assisting small and renewable electric generating facilities in transactional and interconnection matters, battery energy storage systems, and microgrids. Prior to joining Ellison Schneider, Ms. Melms clerked at the California Independent System Operator.
