Brian S. Biering

Brian Biering is a Partner at Ellison Schneider Harris & Donlan. Brian represents a range of clients on environmental, regulatory and compliance matters before the California Air Resources Board, California Public Utilities Commission, California Energy Commission, and the California Independent System Operator. Brian’s practice focuses on:

  • CPUC advocacy in various resource planning proceedings (Resource Adequacy, Renewable Portfolio Standard, Integrated Resource Planning, etc.)
  • Implementation issues and defending enforcement actions under the State’s greenhouse gas laws, AB 32, AB 398 and AB 617;
  • Negotiation of power purchase, steam sales and interconnection agreements;
  • Regulatory due-diligence associated with project sales or acquisitions and project financing efforts;
  • Review and development of legislation.

Brian earned his J.D. from the University of Oregon School of Law where he edited the Journal of Environmental Law and Litigation and published an article on greenhouse gas regulation. He served as a judicial extern for the U.S. District Court, District of Oregon and was an Executive Fellow placed at the California Natural Resources Agency and the California Energy Commission. Brian has a Bachelor’s of Science degree in Managerial Economics and graduated with high honors from UC Davis. Brian serves as the Vice Chair of the City of Sacramento Utility Rate Advisory Commission. He also prepares tax returns for low income and elderly individuals through the IRS Volunteer Income Tax Assistance program.
